A minister was behind the Invictus outbreak in Cardiff in 2009, using it as a pretext to have the public inoculated with Provictus. He held a number of conference calls with Frances Godalming and Heights Pharmaceuticals and was, after the crisis, told by Jack Harkness that he would be going to prison. (AUDIO: Outbreak)
