Luthvia was an Earth nation in existence by the mid-2060s, described by Lady Penelope Creighton-Ward as "not too friendly".

In 2065, a Luthvian scientist developed plans for a new Hydromic device capable of destroying the entire world but was shot for his troubles. Luthvia kept the plans in a safe in their English embassy along with a bomb which was set to go off if anyone attempted to steal the plans. However, Lady Penelope and Parker avoided most of the bomb's blast and escaped with the plans when they tried exactly this. Soon after, Penelope had Roger Lyon take the plans to the Dunwell Atomic Research Station to bombard them with radioactive Uranium G21 particles, the only effective means of destruction to the plans being impregnated wth a special metal. The forces of Mr Steelman attempted to stop him but Roger was ultimately successful in his mission. (COMIC: Mr. Steelman)

Behind the scenes[]

Another rogue nation outside the control of the World Government, Bereznik, was introduced in the Lady Penelope comic story Behind Enemy Lines, which immediately followed Mr. Steelman. While Bereznik became a recurring antagonist within the pages of TV Century 21, being featured in such series as Fireball XL5, 21 and Captain Scarlet and the Mysterons, Luthvia never appeared again.
