Lucy was a waitress from Pete's World.
She was a member of the serving staff employed by Pete and Jackie Tyler for the latter's 40th birthday party. She served salmon pinwheels. She pointed out the President of Great Britain to the Tenth Doctor. Like most Pete's World individuals, Lucy wore Cybus Industries' EarPods. When the Cybermen raided the party and killed the President, Lucy fled the mansion screaming in terror. (TV: Rise of the Cybermen)
