Lilly was a maid of the Warkeeper. She was secretly a Harpy in human form.
She was with the Warkeeper when the Hawk leader brought the Tenth Doctor and the Brigadier to see him. She begged the Brigadier to kill the Warkeeper before he recovered, but the Brigadier refused to. She was later talking to Tilly on the phone when she was interrupted by the Hawk leader and presumably killed. (COMIC: The Warkeeper's Crown)
