Lara Zannis was a human agent of the Daleks during the Last Great Time War. She was born some time after 1961. She was recruited during the Battle of Zahl. She was sent by the Dalek Time Strategist to assemble the Shadow Vortex using Crane's experiments. Their goal was to destroy Earth and thus eliminate the Doctor by erasing his human allies. The War Doctor prevented this by transferring Lara into an alternate timeline, along with the assault on Earth she would have caused. (AUDIO: The Shadow Vortex)
