Kopyion Liall a Mahajetsu was a Gallifreyan general in the thousand year war against the Yssgaroth. Following the end of the war, he and two surviving soldiers returned to Gallifrey and discovered Rassilon had risen to power and abolished religion in favour of science.

A statue of him existed at the edge of the universe. In the hands of the statue was a trapped Shambler. This statue was encountered by Lotto VI and Mae while searching for Lotto's memories.
