Kish was a city-state in Mesopotamia ruled by King Agga. It was enemies with nearby Uruk. Ishtar took over the city, planning to turn it into a giant radio transmitter so that she could take control of every mind in the region before taking over Earth. After the Seventh Doctor and Ace helped defeat her, Kish and Uruk made peace, but the alliance between the two did not last. (PROSE: Timewyrm: Genesys)
