Kevin Sutcliffe worked in the publicity department of I2. This was a cover, as he was an agent of MI5, investigating the connection between I2 and Little Brothers. He stole a CD with the original code for Voractyll on it. While being chased, he slipped the CD into the Fourth Doctor's pocket. Afterward, he was found and killed by Johanna Slake.
