Kempton was part of the Galactic Heritage force on Parking. He was a Free Parker and was asked by Seraphim to find the Seventh Doctor. He was deputy head warden. He later said he was the leader of the Free Parkers, and was a spy. He was prepared to start a war. He was one of the Tribe of the Lost and searched for the fable ship that brought the first member of the ship there. He thought that Seraphim was a god. He was taken over the Seraphim.
