The Joint Council was a body comprised of members of the High Council, Celestial Intervention Agency and War Council and formed in the build-up to the Last Great Time War. The agreement of all three branches was required to allow the immigration of refugees to Gallifrey. (AUDIO: Celestial Intervention)
The Joint Council were to meet to vote on the creation of a new interior security team. However, President Rassilon used the Drylands Precedent to dissolve the Chancellery Guard and establish the Interior Defence Unit without the need for the Council's approval, circumventing the vote. This led Prime Minister Livia, Coordinator Romana and General Trave to seek to become an advisory board to the President. (AUDIO: Havoc)
