Lord Jim Jacobin sat in the House of Lords and COBRA. He was a contact for Torchwood One and was friendly with Yvonne Hartman.
Yvonne visited him in 2005 whilst she was on the run from Rachel Allan. He told her about Planet XXX and directed her towards Ex Libris. He was murdered by Kieran Frost on Rachel's orders and his death blamed on Yvonne. (AUDIO: Through the Ruins)
