Jar Jar Binks was a member of the Binks clan, whom the Tenth Doctor described as being "very hospitable" and "good people".
At some point in the late 20th century, around the time George Lucas was writing Star Wars, Jar Jar sent a telepathic message to George. Perceiving him as an idea for a character, Lucas wrote him into the script. (PROSE: Forever Autumn)
