James Callaghan was a British Labour Party politician who served as Prime Minister of the United Kingdom.
Callaghan was appointed Chancellor of the Exchequer in October 1964 following the victory of his party, as led by Harold Wilson, in that year's United Kingdom general election. (AUDIO: State of Emergency)
