Detective Inspector Jacobs was a police detective.
Jacobs was the officer leading the investigation into the violent death of Sarah Pallister, Rani Ghosh and John Tucker. All three victims (along with another unidentified male) were subject to a single but deadly wound from a specially constructed knife with three blades. A sketch of the weapon was produced but the case was ultimately closed by Torchwood. (TV: Everything Changes)
