Jackson Pollock was an artist.

Jackson Pollock met the Fourth Doctor and Romana. When the Doctor accidentally knocked over one of Pollock’s paint pots, he was so impressed with the results that he named the painting Azure in the Rain by a Man Who'd Never Been There, signed it "Hey Doc, Happy times and places, J" and gave it to him.
