Izlyr was the Ice Warrior delegate to Peladon when it applied for membership in the Galactic Federation. The Third Doctor initially suspected him and his sub-delegate Ssorg of being behind the attacks on Peladon. Izlyr was unhappy about this. However, since the Doctor had saved his life when the statue of Aggedor was dropped by Grun, he felt that he should pay off that debt by helping him. Izlyr helped the Doctor defeat Hepesh and Arcturus, the real culprits. He soon found out that the Doctor and Jo were not really Earth delegates at all when he was greeted by the real Earth delegate.
