Heartshaven was Romana's ancestral home on Gallifrey. Perhaps because she spent so much time travelling with the Doctor and living in E-Space, it was effectively abandoned. It fell into disrepair. When she visited it as Lady President, it had become infested by pig-rats. (BFG: Panacea
