The High Chancellor, often called Chancellor, was an office of the High Council of Time Lords.

Duty Edit

The Chancellor was ranked third in the governmental hierarchy, below the President and Vice President, (TV: The Invasion of Time, PROSE: The Ancestor Cell, AUDIO: Lies) and above the Castellan. (AUDIO: Pandora) They were ordinarily appointed by the President, (AUDIO: Pandora) although in the absence of a President, the High Council could ratify the appointment of Chancellors, as they did to Borusa during the sede vacante of the Fourth Doctor as a President-elect. (TV: The Invasion of Time) In another occurrence, President Romana II allowed the Council to appoint Valyes acting Chancellor after Braxiatel was removed from office. (AUDIO: Insurgency)

Among the Chancellor's regular duties was jurisdiction over the Chancellery Guard. (AUDIO: Pandora)

The Chancellor was secretly entrusted with holding the Great Key of Rassilon. (TV: The Invasion of Time)

During the time that no one filled the role of Chancellor, following Flavia's downfall, most of these duties fell on the President, who acted in both capacities, while the Castallan was freer to lead the Chancellory Guard without the influence of a Chancellor to undermine them. (AUDIO: Pandora)

By the time of the run-up to the War in Heaven, there were four different Chancellors: the Chancellor of Time Past, the Chancellor of Time Present, the Chancellor of Time Future, and the Chancellor of Time Parallel. (PROSE: The Ancestor Cell)
