Hello And Congratulations! was one of two original prose stories published in the Time Fracture Show Companion. Like the UNIT Field Logs, the two letters tied in with the storyline of the interactive play Time Fracture and, more widely, with the Time Lord Victorious multi-media event.
Summary[]
An explorer has been trapped in a time loop for 20000 subjective years, visiting the Time Fracture over and over again. On their millionth visit, the Doctor manages to get a message through to them. Apologising plentifully for having gotten them into this situation, the Doctor nevertheless asks that they go through with it one more time without letting on about their foreknowledge, to keep safe a new group of people entering the Fracture for the first time.
Asked why they haven't visited the Fracture themselves to sort it out, the Doctor confesses that they've been too afraid to do so, but that, as the threat the Fracture presents to the rest of the universe grows, they may soon have to find their courage and do so. Hinting that this go-around might just be the time they finally enter the fray, they leave the explorer with well wishes and the hope that this millionth visit to the Fracture will indeed be their last.

- The incarnation of the Doctor in this story is not identified in any way.
- The idea of someone repeating an adventure over and over relating to the Time Fracture is a meta commentary on the endlessly replayed Time Fracture show itself, and indeed, the few details revealed about the explorer's looping adventure match plot points of Time Fracture. For example, the Doctor alludes to "Zoria's secrets"; in Time Fracture, Zoria was a Time Lady of the Prydonian Chapter, initially appearing as a benevolent figure but who was actually trying to bring about the resurrection of Rassilon and willing to kill to achieve this.
