Harriet Quilp was the acting prime designate. She was in charge of distributing the estate of Meg Carvossa. She was an opponent of Meg and noticed some fraud that she permitted. When Meg was revealed to be alive she was interrogated, but Harriet was concerned that her memory would be rewritten.
