Captain Harker was an officer in the British Army.

Under the orders of Horatio Chinn, Harker placed Brigadier Lethbridge-Stewart and his UNIT personnel under arrest. They later escaped from Harker and his guard to foil the plans of Axos and Chinn. (TV: The Claws of Axos)
