According to his website, Hoegen worked as an uncredited animatronic designer, under Millennium FX, on TV: New Earth, The Girl in the Fireplace, The Runaway Bride, Smith and Jones and Planet of the Dead.

Growing up in Amsterdam, Hoegan developed a special interest for practical effects in sci-fi and fantasy films, and moved to the UK at age 19, to study at the Arts Institute at Bournemouth. A few years later, Hoegan finally turned to character creation and animatronic design.
