Guiliano de Medici was Captain General of Florence and the brother of Pope Leo X. He had Steven Taylor and Vicki Pallister arrested when they arrived in Florence. He had angered the wealthy and powerful Ravelli family and believed Steven and Vicki to be part of an assassination plot. He was suspicious of the First Doctor when he had arrived in court.
