The event referred to in The Times as the Gloucester Musical Festival, is most likely the Three Choirs Festival, which takes place annually and - as advertised - took place in Gloucester in September 1898. In the real world, the festival rotates between the counties of Herefordshire, Gloucestershire and Worcestershire.
