One version of Gallifrey existed where an alternate version of the First Doctor didn't leave on his adventures, and became a recluse who wrote fiction whilst he was kept inside his TARDIS.
Quences had brainwashed him with Badger's help in order to manipulate him into become the next Lord President of Gallifrey, but the Doctor was not interested. He was content to be a writer, and had forgotten his plan to escape Gallifrey and become a renegade Time Lord after Quences brainwashed him.
