Biography[]
In 1927, he was targeted by the Trickster's Brigade using an alien Brainspawn in an attempt to change the course of history by allowing Nazi Germany to win World War II. However, the plan was foiled by Jack Harkness and Angelo Colasanto. He was to be elected Governor of New York in November that year. Amongst his many accomplishment was the foundation of the Office of Strategic Services, the forerunner of the Central Intelligence Agency. He died in office in 1945 and was succeeded by Harry S.
