Florence Driscoll was a member of Torchwood. As a child, she broke a window with a stone and believed that her mother did not know that it was her.
On Flat Holm with Owain Pryce, Miss Driscoll invited Queen Victoria to hear the voice. When the voice told them that all but one of them would die, she caused Mr Pryce to fall to his death using her lantern and stabbed Captain Henry Morgan with a screwdriver. The Queen accused her of wanting Torchwood to take over the British Empire and, after Miss Driscoll tried to shoot her, she killed her. (AUDIO: Save Our Souls)
