Waterguard Fisk was a customs officer on Azure. He and his partner Costa were sent on board the Empress to investigate vraxoin smuggling after the ship had collided with the Hecate. At first they suspected the Fourth Doctor and Romana II to be the smugglers, but they aided them in discovering Tryst and Dymond to be the real smugglers and arrested them. (TV: Nightmare of Eden)
