East London Council

The East London Council was the local authority for Dame Kelly Holmes Close. (WC: Tardisode 11). It was responsible for maintaining the road surface, a task it employed Kel to accomplish. It owned a van, used to carry equipment needed for road maintainence, including an axe. When Rose Tyler used it to unearth the Isolus pod, Kel threatened to report her to his employer. (TV: Fear Her)
