The Doctor's trial[]

Time Lord 3 War Games

As a member of the Inner Council, Deliavatsud was the counsel for the prosecution in the Second Doctor's trial, (PROSE: A Sourcebook for Field Agents) therefore being the third Time Lord present, who acted in that role. (TV: The War Games, PROSE: The War Games) Following the trial, the Doctor's words stuck with Deliavatsud, inspiring him to seek intervention in the wider universe to foil Temporal Marauders. Founding the CIA[]

Gathering supporting from his fellow Lords, Delia founded the Celestial Intervention Agency as an open secret.

When the Master stole information on the Doomsday Weapon, Delia personally arranged for the Third Doctor to be transported to Uxarieus to stop the Master, (PROSE: A Sourcebook for Field Agents) meaning he was the Time Lord who was seen to arrange that. (TV: Colony in Space)

Dalek incident[]

The chief failure of his administration was to notice the threat posed by the Daleks. Upon querying the APC Net and realising his mistake, Deliavatsud planned an unofficial intervention in the creation of the Daleks. Stealing an experimental Time Ring from the Temporal Development Center, Deliavatsud used the Time Scoop to redirect the Fourth Doctor and his companions to ancient Skaro. However, due to the Doctor's unstable personality, the intervention failed. The High Council of Gallifrey subsequently tried Deliavatsud for unauthorised intervention and sentenced him to disintegration. This dealt a severe blow to the CIA, forcing their activities underground, although Deliavatsud's choice of a renegade rather than a CIA agent spared the organisation from severe consequences.
