A Cyber Controller was originally a Voord on the planet Marinus who was mutated alongside his species by the Worldshaper into a Cyber-Voord, before eventually becoming a Cyberman. Some time after fully transforming into Cybermen, this particular Voord would become a Cyber-controller.
