In an alternate timeline where the Cybermen used Time Lord resources to conquer all of time and space, Cyber-Planners were installed into the CyberKings that assisted in the Cybermen's attack on Sontar during the 24th century. The Tenth Doctor observed from the CyberKings' behaviour that the Cyber-Planners had analysed the Sontarans' battle strategies with perfect accuracy, prompting Cindy Wu to suggest that the Sontarans attacked in a completely illogical and inefficient manner so as to confuse the Cybermen.
Following the Twelfth Doctor and Rassilon's reversal of this timeline via the Eye of Harmony on Gallifrey at the end of the universe, these Cyber-Planners, along with the rest of the timeline, ceased to exist. (COMIC: Supremacy of the Cybermen)
