A Cyber-Controller was in charge of the Cybermen invasion fleet.
He agreed with Petronella Osgood not to fully cyber-convert her, as she had knowledge they could use to invade the planet. He allowed her to create a method to get the whole world under their control using the Auctioneers' app. When Kate Stewart used her EMP device on it, it had a second antenna that allowed it to continue. When the War Master arrived at the base, he did not know what a Time Lord was as they did not exist in their universe. Upon gaining the information about him and the Time Lords from Osgood, he allowed Osgood to incorporated him into their plans. After seeing the effects of the cybernetwork on Osgood he wanted to fully convert her again, but Osgood persuaded him out of it when she augmented a conversion unit to work on Time Lords. He was disabled by Josh Carter and Vikram Shindi's expansion of Kate's device and was ultimately destroyed when the Master poisoned the energy he received. (AUDIO Master of Worlds)
