According to the Scrolls of Gallifrey, prior to Rassilon's coup and his establishing of the modern High Council of the Time Lords, the Gallifreyans had been led by a very similar Gallifreyan Council, led by a Council Leader instead of a President. The last Council Leader was Tussan, whom Rassilon overthrew to become the first President, restructuring the Council into the more familiar High Council of later ages.
