A Congressional Medal was the highest award given to any civilian in the United States.

In June 1999, President Bill Clinton awarded Rosa Parks with a Congressional Medal. According to the Thirteenth Doctor, this recognised Parks as a living icon for freedom. (TV: Rosa)

Behind the scenes[]

  • In the real world, the Congressional Gold Medal is actually awarded by the United States Congress, not the President. President Clinton did, however, award Rosa Parks with a Presidential Medal of Freedom in 1996.
  • The footage of Clinton and Parks seen in Rosa is actually from a Clinton campaign event in 1992, although President Clinton also spoke at the Congressional Gold Medal award ceremony in 1999.[1][2]
