A commandant was in charge of a prison in Pretoria. It had originally been the States Model School, but was converted to its new function during the Boer Wars. Winston Churchill, the Sixth Doctor and Peri Brown ware interned there but managed to escape. He thought the Doctor and Peri had been killed in an explosion, and since they were civilians and not entered in the prison records, he covered up their apparent deaths to avoid trouble.
