The Chancellor was a Time Lord during the last days of the Last Great Time War. As a Chancellor of Gallifrey, he updated Lord President Rassilon on news of The Doctor and the events of the war between the Time Lords and the Daleks. He was key among the Time Lords in revealing the details of the prophecy as written by the Visionary. He was with Rassilon when they went to Earth and when Gallifrey returned. As Rassilion's plan to bring Gallifrey back failed, the Chancellor, along with the rest of the Time Lords, was sent back into the war, where all of them would perish. (DW: The End of Time)
