Changes: Chancellor (The End of Time)

The Chancellor was a Time Lord during the last days of the Last Great Time War. As a Chancellor of Gallifrey, he updated Lord President Rassilon on news of the War Doctor and the events of the war between the Time Lords and the Daleks.

Terrified of Rassilon when he saw the deranged Time Lord President kill the Partisan when she tried to suggest a way to end the war, the Chancellor offered an alternative. He was key among the Time Lords in revealing the details of the prophecy as written by the Visionary. He was with Rassilon when they went to Earth and when Gallifrey returned.

As Rassilon's plan to bring Gallifrey back failed, the Chancellor, along with the rest of the Time Lords, was sent back into the war. (TV: The End of Time)
