The living remains of a suicide bomber. (TV: The New World)

Category 1 was a category of the categories of life system instated in light of Miracle Day, which resulted in the human race becoming immortal for several months in 2011. (TV: The Blood Line) Those people designated Category 1 were brain dead or otherwise unable to function. Under the emergency Miracle law, all those designated Category 1 were to be taken to the overflow camps alongside the Category 2s, those with persistent but non-fatal illnesses or injuries. In the camps, Category 1 patients were designated with a red clothes peg and sent to the modules to be incinerated.

In reality, the line between the categories was dubious. A Category 1 could become Category 2, should they recover; Rex Matheson should have been killed when he was impaled by a rebar, but healed over time. Likewise, a Category 2 could slide into Category 1 without proper treatment. Individuals such as Geraint Cooper (who lapsed into a deep coma after suffering a stroke) were lumped into Category 1 with the truly brain-dead. (TV: The Categories of Life)

Slang developed for the concept, with some people referring to Category 1s as "Cat 1s." (TV: The Middle Men) Also, as death no longer existed on Earth, some replaced the verb "to kill" with "to Category 1". (TV: The Blood Line)

When the Miracle ended in September, all Category 1 patients died. (TV: The Blood Line)

Category 1 individuals[]

The charred remains of a suicide bomber were taken to a hospital where it was found that he was still alive, despite the destruction of most of his body in an explosion. When the body was examined, his head was cut away from the body, yet he was still responding. The suicide bomber was taken to the CIA HQ in Colorado, and he was placed in a containment box. (TV: The New World)

The Three Families had Ellis Hartley Monroe bound and gagged in a car before it was compacted, but survived in her crushed state due to the Miracle, fully conscious. (TV: Escape to LA)

Geraint Cooper and an unidentified girl were designated Category 1 and taken to the Cowbridge Overflow Camp. When the Miracle ended, their deaths were witnessed by Rhys Williams and Andy Davidson respectively.

Numerous operatives of the Three Families in both Shanghai and Buenos Aires became Category 1 at the hands of the Torchwood team through shooting or neck-breaking. (TV: The Blood Line)
