Page-specific discussions are those discussions at Panopticon which really have to do with individual pages on the wiki. Most of these would probably have been better placed on the individual article's talk page. Some, however, were likely brought to the Panopticon because they weren't attracting discussion at the page level, and the author really wanted to get their question answered. At least some of the threads housed in this category are also ones where an individual case can be used to further the discussion about broader policy; some of these threads are, in other words, case studies, which are always welcomed at the Panopticon.
