Cannibal (End of the Line)

Cannibals are zombie-like creatures who inhabit the subway systems of an unknown planet. The Fourth Doctor was attacked by them and rescued by Angel. She and the other Guardian Angels told the Doctor that the Cannibals were created due to the crushing levels of pollution in the city.
