General Brissilan was a Time Lord who served on Gallifrey's War Council during the presidency of Rassilon's first incarnation. He was present at a War Council meeting during a key turning point of Gallifrey's conflict with the Nestene. He was also in attendance later, when Rassilon first presented the galaxy-destroying weapon known as the Eye of Discord, which was to be deployed against the Nestene's Illia galaxy.
