Agent Balmundi was a Time Lord who worked for the Celestial Intervention Agency under Coordinator Narvin. Balmundi and Agent Kalzon once accompanied Narvin on a walk down Pazithi Avenue in Gallifrey's Capital from the headquarters of the CIA to the Shrine of Pandak, where Narvin was to meet Cardinal Pertinax at sunset. The trio was briefly observed by Commander Lukas, who had been instructed by the Lady President Romana, now in her third incarnation, to tail Narvin and investigate suspicions seeded by Adjutant Coordinator Tauras that he may have betrayed her.
