The Pandorica Alliance, (PROSE: The Monster Vault) described by River Song as "everything that ever hated" the Doctor, were a gathering of numerous species whose combined fleets came to Earth in 102, where their representatives saw that the Eleventh Doctor was sealed within the Pandorica; believing him to be the cause of the cracks in time that were endangering the universe, the Alliance sought to contain him in order to save reality. (TV: The Pandorica Opens) However, the Alliance failed to realise that the cracks were caused by the destruction of the Doctor's TARDIS, resulting in a total event collapse which all but wiped them from history, leaving only stone after images before the Doctor performed Big Bang Two to restore the universe. The Uvodni were part of a Planetary Alliance that fought the Malakh in the Ghost Wars of the Horsehead Nebula. When other allied worlds had been crushed by the Malakh Empire, the Uvodni continued to fight until an armistice was signed in the late 1990s. (TV: Warriors of Kudlak)
The Thirteenth Doctor warned the Grand Serpent that she had seen "a lot" of species make alliances with the Sontarans and that it never ended well. In anticipation of the final Flux event, the Sontarans, represented by Commander Stenck, offered "the three-fingered hand of uneasy alliance" to the universe, calling for a truce with their rivals, the Daleks and the Cybermen, but excluding their long-standing enemies, the Rutans. When the Cybermen of the cyber-web invaded the Federation universe, they formed an alliance with the Borg Collective. Though the Borg-Cyberman Alliance was initially successful, both sides sought to upend and dominate the other faction, the Cybermen succeeding when they detected the Doctor's TARDIS aboard the USS Enterprise. To survive the Borg formed an alliance with the Eleventh Doctor and the Enterprise crew, the combined force destroying the Cybermen. (COMIC: Assimilation²)
In the mythology of an alternate Skaro, the Kaleds and Thals were said to have formed an alliance against the Time Lords, who sought to destroy the developing society, wiping out the invaders. When the Fourteenth Doctor accidentally caused the Daleks within the Dalek Dome's psychoscape's to become self-aware, the Golden Emperor from the Golden City Zone sought to harvest the other Dalek-scapes as raw fuel for his army to ascend into N-Space. To prevent this, the Doctor approached the Old Skaro Emperor and convinced him to form the Dalek Alliance with the other Zones to invade the Golden City. Last Great Time War[]
During the Last Great Time War between the Time Lords and the Dalek Empire, both sides refused to ally themselves with the Sontaran Empire, purposefully excluding the Sontarans from the conflict despite their efforts to join. During the conflict, the Sontarans captured the War Ollistra, allegedly to force either the Time Lords or the Daleks to ally with them, though their true objective was to open a third front in the Time War. Initially the Time Lords were allied with the Temporal Powers, many of whom had been attacked by the Daleks prior to the War's official start. (AUDIO: Desperate Measures) These powers, including the Monans and Phaidons, suffered great losses during the War, with the last of their battleships left amongst ruins on Karn. (AUDIO: Light the Flame) Over time the Time Lords became more ruthless in recruiting allies. After coming to power, Rassilon decreed that anyone who refused to help Gallifrey's war effort was to be considered an enemy. (AUDIO: Havoc) One of Gallifrey's neighbours, Raeve, did refuse an alliance and as a result was targeted by Time Lord terrorist attacks. (AUDIO: A Heart on Both Sides) Seeing that they shared a common enemy in the Dalek Empire, the Time Lords actively sought an alliance with the Cybermen. (PROSE: Dalek Combat Training Manual)
Though the Time Strategist once claimed the Daleks did not require alliances, stating as such when it declined an alliance with Sontaran General Fesk, (AUDIO: The Eternity Cage) the Daleks made a number of alliances, with the Squire recalling that they led an "axis of dark powers" in the War. (COMIC: Pull to Open) The Daleks made alliances with the Taalyens, (AUDIO: The Innocent) the Cyclors, (COMIC: The Organ Grinder) and the Morlontoa. (COMIC: The Clockwise War) They also deployed the "full might" of the Deathsmiths of Goth. (PROSE: Meet the Doctor) The Daleks made use of an ambassador, Lady Sumultu, in order to gain access through a gateway to the Stagnant Protocol, using a potential alliance as a front so they could invade. Failed alliances[]
In 2007, the Cybermen of Pete's World proposed an alliance with the Daleks, represented by the Cult of Skaro, claiming that their combined powers could "upgrade the universe." The Daleks, however, quickly denied this request, leading to immediate hostilities in the Battle of Canary Wharf. (TV: Doomsday)
Vince Foster attempted to forge an alliance with a Dalek only for it to exterminate him once its power was restored. (AUDIO: The Lights of Skaro)
During the Kotturuh crisis, the Dalek Restoration Empire attempted to form an alliance with the Hond only to be rejected, forcing the Daleks to seek out the Doctor for aid against the Hond. (COMIC: Defender of the Daleks)
During the Last Great Time War, Rassilon sought an alliance with the Nestene Consciousness, asking it forge an Auton of the War Doctor to lead troops on a suicide mission only to learn that the genuine War Doctor had won over the Consciousness and subverted their alliance. (PROSE: Decoy)
After being overthrown, Rassilon allied with the Cyberiad to conquer Gallifrey only for his allies to betray him, forcing Rassilon to align with the Twelfth Doctor to defeat the Cybermen. (COMIC: Supermacy of the Cybermen)
