Albert Jupp was a resident of Southwark and neighbour of V. J. Ellison. After the brief but devastating battle between the Cybermen and Daleks, as the people of Southwark were left to rebuild their homes and lives, Albert proclaimed to Ellison that Londoners didn't give up in the face of Hitler and they wouldn't give up now.
