The Administrator of Solos was the Earth Empire's civilian overseer for that planet.
Biography[]
The Marshal of Solos answered to the Administrator, but saw him as little more than an obstacle to his own continued rule of Solos.
Arriving at Solos at the same time the Third Doctor did, the Administrator brought the order from Earth that Solos was to be granted independence, but he was assassinated by a Solonian working for the Marshal before independence was officially declared.
As the announcement was known only to the Administrator and the Marshal, it seemed that the freedom of Solos would die with him. (TV: The Mutants)
