Simple theory. The Toymaker willed that the next doctor be his opponent so this may have awakened the regenerative cells earlier than they should have. I.e triggering 14s regeneration cycle. But what actually happened here is so phenomenal that what we could essentially be looking at, at least from the 15th's standpoint, is a bleed in time of sorts, Toymaker extracts 15 from his place in his time and this action triggered 14s regeneration. Except no same person can exist in this scenario separately, so this is where 15 is literally pulled from Tennant because if 14 ain't standing there, 15 would be ( in his own point in time).
Fifteen mentions to 14 that he fixed his own issues otherwise he wouldn't be standing there able to give him the same offer of rehab as such. They will co-exist but as time lords travel the whole of space and time, and there are a lot of other versions of the doctor out there in their tardis's as well, it isn't really detrimental to the story going forward.
To explain how I see the science working in terms of fourteens regeneration cycle going forward. Its an easy one, back to my opening comment where I mentioned 15 being pulled from his point in time. Fourteen will get to live his life more chilled and with his adopted family around him, get old etc etc until he naturally gets too old and triggers a regeneration. It's at this point where he would become the 15th doctor and around this point in time or maybe a little layer (who knows), he would experience the same events that unfolded on top of the UNIT tower all over again, being extracted from his point in time to help his former self like the opposite did the first time, except this time from the perspective of the fifteenth. This would close that bleed.

@Talon1105 could be onto something there. Might have guaranteed his re-emergence against the 14th this whole time. As If a gauge of time but calculated in lifespans or regenerations. Should the doctor outwit the Toymaker, which is what the first doctor did in series 3, then if your theory is used then this could be a failsafe engineered to enable the Toymaker a means to find and travel to the 14th doctor.
And if this is so, it may have also enabled him to assume a human form again by arriving on Earth.
I Didn't experience a meta-crisis event to justify taking an older face back but I did borrow the doctors body momentarily which could have passed on any residual leftovers of meta-crisis energy which could potentially pass on back to my original body at the time.
However it is unlikely. I do rather like my face during the sound of drums though.

It would definitely make for some interesting spin off content to know which incarnation the fugitive doctor actually was. I think its safe to say she preceeded William Hartnells first doctor but how many before him?

I think Peter Capaldi, being a doctor who fan himself has stated that his chapter is closed and he was involved in the last anniversary when his reveal as the 12th doctor happened. So he didn't want it to be too soon that he made a special cameo after the fact. I respect this - but as we all know, Tom Baker later regretted not featuring on the Five Doctors serial due to it being only a few years after his departure.
And I think with TDoTD being too recent ago I can understand why they wouldn't go overboard with appearances. I do however believe there will be 1 or 2 at the very least. Keep your eyes peeled!
