Other than the first story I would say yes. However many will disagree with me.
It's okay. Paradise Towers is good as long as you don't take it too seriously and can embrace Richard Briers' acting choices. Nothing wrong with Dragonfire, even if it isn't particularly memorable. Delta and the Bannermen is a story I recognize as good but am still not overly fond of for reasons I can't quite put my finger on. Time and the Rani is not as bad as its reputation suggests (though still pretty bad).
I believe it's the worst, and it's something to celebrate that it isn't particularly close. Seasons 17, 23, and 26 are down there too, but at least none of those can boast that Delta and the Bannermen is their best story.
Time and the Rani is a hoot if consumed in the right frame of mind. What it isn't is good, but it's a fine televisation (I think I've made that word up) of JN-T's panto sensibilities. I wouldn't in a million years recommend it to anyone, but there's certainly worse.
Paradise Towers I featured the other day in the "worst classic serials" post. In the interest of mercy I'll spare it here.
Delta and the Bannermen is really peculiar. It doesn't feel for a second like Doctor Who, and is about as scary as an episode of Come Outside. But in a total vacuum of tension, McCoy's Doctor feels at home, for a few blissful moments. I do love the soundtrack, but as I've said before, just listen to that instead. Or its inspirations.
Dragonfire is rubbish, sorry. Any story that tries to convince me (no, convince me that the characters in it believe) that a man gingerly balancing an enormous head on top of his regular head is a "dragon" has problems. It also has some painfully stilted slapstick, terrible sets (that AWFUL cliffhanger), and some atrocious dialogue. But it also has the awesome Raiders of the Lost Ark demise for Kane—it's absolutely not suitable for a kid's TV show, but it's the best thing on display here by a mile IMO.
