@Alexj98 You'll notice that this wiki has no image for Dom Issigri, a major character in the last few episodes. That's because no telesnaps were taken so aside from cast lists and one shoddy sketch from a costume designer, there's no record at all of what he might have looked like. Ditto with other things. They'd be inventing half of it virtually from scratch.

The ones at this point that would be the easiest to do would be The Savages and The Wheel in Space. Mission to the Unknown, The Myth Makers, The Daleks' Master Plan, The Massacre and The Space Pirates have no tele-snaps and very little other surviving visual material, so the animators would have to create a lot of stuff from scratch when making them with no visual guide, and the missing historical stories (Marco Polo, The Crusade, The Myth Makers, The Massacre, The Smugglers and The Highlanders) would be difficult due to the effort that would be required in animating historically accurate clothing and architecture.

The Savages and The Wheel in Space would be the easiest ones, as they are sci-fi stories instead of historicals, and they have complete tele-snaps and plenty of other surviving visual material.

Marco Polo - This story has no surviving footage, but it has tons of promotional images and tele-snaps for six of its seven episodes, so the animators would have a decent visual guide, but as it is a historical story (and a very grandiose one at that judging from the surviving images), the amount of effort that would have to go into making historically accurate clothing and architecture would be immensely difficult, especially considering that it's a seven part, three hour long story. Overall, very hard.
The Crusade - This story has two surviving episodes, tele-snaps for both of its missing episodes and a decent chunk of promotional images, so the animators would have quite a lot to go off of visually, but as it is a historical story, the amount of effort that would have to go into making historically accurate clothing and architecture would be very difficult. Overall, fairly hard, but not impossible.
Mission to the Unknown - This is a sci-fi story, so the issues of making historically accurate clothing and architecture would not be present, and it's the only single-part story the classic show ever did (discounting The Five Doctors), so the animators would have quite a lot less than usual to animate, but the story has no surviving footage, no tele-snaps and very few promotional images (with key aspects like the appearance and clothing of the main characters being unknown), so the animators would have to make a lot of assets from scratch with no visual guide, which would be quite difficult. Overall, not impossible, but still very hard.
The Myth Makers - This story has no surviving visual material whatsoever beyond a few surviving clips and a scant few promotional images, so the animators would have to make the majority of assets from scratch with no visual guide, and it is a historical story, so the amount of effort that would have to go into making historically accurate clothing and architecture would also be very difficult. Overall, one of the hardest ones they could do.
The Daleks' Master Plan - This story has three surviving episodes, surviving clips from three of its missing episodes and one missing episode with tele-snaps, so the animators would have at least something to go off of visually, but the majority of its missing episodes have no tele-snaps and very few promotional images, so they would still have to make a lot of assets from scratch with no visual guide. And while this is primarily a sci-fi story, it does still have historical elements, with one episode partly taking place in 1920s Hollywood and two episodes fully taking place in ancient Egypt, so the animators would still have to put effort into making historically accurate clothing and architecture, but not as much as in other cases. Plus, this is the longest story the classic era ever did at twelve episodes (roughly five hours) long, so it would be a ridiculously immense amount of work for the animators to do. Overall, probably the hardest one to do of them all, and the one one that will likely be left until last (if it is ever done at all).
The Massacre - This story has no tele-snaps, no surviving footage and very few promotional images (with the appearance and clothing of some major characters being completely unknown), so the animators would have to make the majority of assets from scratch with no visual guide. Plus, this is also a historical story, so the amount of effort that would have to go into making historically accurate clothing and architecture would also be very difficult. Overall, one of the hardest ones they could do.
