If a writer wants to bring a character back bad enough, they will find a way to write some way to bring them back. I mean Just look at RTD with Donna. He brought her back with her memories. The explanation was complete BS (in my opinion) but he brought her back😂

So if someone were to bring back any and Rory they could easily address the plot hole of “why didn’t the doctor go anywhere but New York in that year and then just go to them?” If they really wanted to…

No.amy and Rory are locked into the past by the angels . It’s too dangerous for the Doctor to return due to the massive amount of paradoxness in 30s New York.

There is scope for Brian to return. That would be nice (but will never happen)

Other remaining NewWho companions that could return are Martha, Donna, Jack, Brian, Clara, Bill, Yaz, Graham, Ryan and Ruby

Those likely, speculated, rumoured, or confirmed to return in some form are Martha, Ruby and Yaz.

I would love to see Brian, Donna and Graham return, but this is unlikely.
